Making his first appearance in Amazing Spider-Man #46, Hermen Schultz, a.k.a. The Shocker, was a small-time safecracker equipped with vibro-shock devices on his hands, who would eventually find membership in the Masters of Evil, joining forces with some of Spidey's deadliest foes.
