Lazarus Bale isn't your typical arch-criminal bent on taking over the world. Instead, the albino genius claims he comes from the lost-city of Atlantis and that he was unearthed from the ocean floor in 1943 by a U-boat directed by a Nazi devotee named Tannhauser. Once the fascist had opened the cannister containing Bale, he turned on his fellow crew members so that no other could bear witness the rising of the world's most heinous arch-foe, Bale says. But in 1965 as Bale relays this tale to his inner circle of gangland bosses from across the globe, they have a hard time swallowing the yarn or his stated intention of raising Atlantis from the briny deep.
Meanwhile, MI-6 super-spies Charles Basildon and Stephanie Shelley dangle off a cliff-face outside of Bale's Canary Island hideout. Their fate lies in the hands of a quartet of impossible crooks engineered to look exactly like Hitler, Mussolini, Stalin and Hirohito. Battling their way through this famous-looking gang of killers, Shelley crashes into Bale's meeting with a gun drawn and a command for Bale to yield to the will of the British government. However, Basildon also enters the meeting chamber, but in his case it's as a prisoner. Warnings and verbal barbs are traded for a few tense moments before Bale proves that, despite Basildon's contemptuous prediction, he's not the type of villain to waste time locking up his foes waiting for them to escape later and undo his plans. Instead, he'd rather just shoot them straight out.
