Plot Synopsis: Justice League of America (1960) #111
First appearance of Libra. 100-Page Super-Spectacular. The cosmic villain behind the Final Crisis got his start here in this all-new story of the JLA losing their powers in a deadly face-off with the Injustice Gang of the World. "Balance of Power!" is written by Len Wein and drawn by Dick Dillin and Dick Giordano. Libra organizes the Tattooed Man, the Shadow Thief, Chronos, Poison Ivy, Mirror Master and the Scarecrow to take on their Justice League foes across the globe in a scheme to steal the powers of the League for himself. But Libra should heed the old idiom: 'Beware of what you wish for...!'

Then, the Seven Soldiers of Victory (Star-Spangled Kid, Stripesy, the Shining Knight, the Vigilante, the Crimson Avenger, Green Arrow and Speedy) take on the Black Star and his colorful cadre of crooks in part one of the story called "Beware!
