Plot Synopsis: Hawkman (2002) #25
"Black Reign Conclusion" is written by Geoff Johns with art by Rags Morales and Michael Bair. In the war-torn country of Kahndaq, the weary people have been freed from their brutal dictator by Black Adam and his metahuman vigilantes. Fearing a world war will result from the coup d'etat, the JSA have arrived and engaged with the erstwhile heroes. The battle has been bloody, costly and personal. But with the persuasion of the Atom and Stargirl, the size-changing Atom-Smasher has changed sides and is now helping the JSA by freeing Captain Marvel.

But can the power of Shazam stop Black Adam, who even without the aid of his comrades-in-arms, can take on the entire JSA himself? The Atom, shrunk down to the size of a gnat, confronts the corrupting, alien worm-intelligence dubbed Mr. Mind inside Brainwave's head and takes him out of the game. But nothing can shake the resolve of the people of Kahndaq who support Black Adam and his team who they see as liberators. In the end, the JSA must concede: the nation is now under the former villain's leadership. But once the team returns to the U.S., Hawkman knows that he cannot lead the JSA any further. His destiny lies elsewhere.
