Plot Synopsis: Adventure Comics #360
The entire planet Earth turns against the Legion of Super-Heroes and sends its most powerful members to far Takron-Galtos, to labor in "The Legion Chain Gang!" What calamity could have caused the inhabitants of the Legion's home planet to turn on their young heroes? Our tale begins as the Legion returns from space after a long mission only to be told their group has been outlawed, that they are barred from re-entering their headquarters and to use their powers is a crime. Because it is the rule of law, the Legionnaires can only obey. However, when Superboy and Mon-El rush to save the passengers of a falling monorail, the Legion is put on trial and convicted of breaking the law.

As the Boy of Steel, Mon-El and Ultra Boy are sentenced to 10 years' hard labor, even Legion benefactor R.J. Brande disowns the Legionnaires. Forced to go underground, the teen heroes discover an ancient laboratory once owned by Lex Luthor. From there, the Legion Espionage Squad plans to discover how new United Planets president Boltox convinced the people of Earth to turn against them. Espionage, sabotage and jail break follow as the Legionnaires are desperately cast as rebels against their own government. In the end, the young adventurers discover Boltox is actually Universo, the long-time Legion foe who can control minds. But can our heroes shake his hold on humanity before it's too late?
