Plot Synopsis: Captain America #422
"Going Ballistic" is written by Mark Gruenwald with art by Rik Levins and Danny Bulanadi. In the early '90s, a phenomenon that came to be known as "Road Rage" emerged wherein everyday motorists, commuters, would suddenly "lose it" and take out their frustrations on other drivers. Fistfights over someone being cut off in their lane soon escalated into shootings that gripped the nation with terror. The movie "Falling Down" starring Michael Douglass immortalized this disturbing trend just as Robocop showed the horrifying dangers of law enforcement taken too far. In our story here, New York City suddenly finds a new vigilante on the streets Blistik, the Urban Avenger, who punishes any infraction of the law, even minor ones, with lethal force (ala Bernard Goetz!).

After icing boombox-carrying youths in the park and red light-runners, Blistik runs afoul of Captain America. It doesn't matter to the Star-Spangled Avenger that the purple costumed madman's latest victims were would-be assassins who just tried to kill him. Even with his once-mighty muscles mysteriously begin to fail him, the Living Legend of World War II has to stop Blistik from taking the law into his own hands. Meanwhile, Cap's protege, the tech wizard Fabian, has made more enemies than friends at Avengers' Mansion the latest being Marilla, the Inhuman governess hired by Crystal to take care of her baby Luna. Deciding to end it all by jumping off the Brooklyn Bridge, Fabian becomes the latest target of the self-appointed sentinel of the law, Blistik.
