At the Daily Bugle, Kat Farrell's beat is the "capes," the costumed heroes and villains that make life in the Big Apple even weirder. When the Human Torch is implicated as being the drunken cause of a Central Park fire, Farrell's growing sentiment against the tights and capes crowd comes to the surface. As the self-appointed guardian of the non-powered normal residents of the city, Farrell finds their high-powered antics more than an annoyance and less than heroic.

But her predilection against super-humans has to take a back seat to a mystery she stumbles across involving the seemingly serial-style murders of several lesser known villains. At the center of the puzzle is Judge "No" Hart, a defense attorney who once did his level best to ensure costumed criminals got a fair trial and then flipped his sentiment 180 degrees when he became a member of the bench. Missing, with his wife mysteriously killed, the Judge now figures as the top suspect in the super-villain murders. A back alley confrontation with a pasty-faced and shadowy vigilante seems to tie the picture together. But what is Farrell getting herself into? A great story or the final chapter of her own life? Bill Rosemann is the writer with Guy Davis penciling.
